OpenAI offers free ChatGPT plus access to all Maltese citizens

The free training program will be developed alongside University of Malta and will also be available to Maltese citizens living abroad.

Maltese Economy Minister Silvio Schembri said the goal is to transform AI from an unfamiliar technology into a useful tool for students, workers, businesses, and families. OpenAI described the agreement as the first major rollout under its broader “OpenAI for Countries” initiative, which focuses on helping governments integrate AI into public services, workforce training, and digital education.

The partnership comes as OpenAI rapidly expands its global influence through government collaborations, enterprise AI services, and infrastructure investments amid growing international competition in artificial intelligence.
